device ->reparent:

Called from PCE graphics kernel if something has changed to the graphical<-device organisation up in the graphical<-device hierarchy. This general method performs the following:

Updates device<-level to reflect the distance to the top-most graphical device.
Sends device->reparent to all its member graphicals
