text_buffer ->iso_latin_1:

Succeed if the text_buffer object uses 8-bit ISO Latin-1 encoding or after successful conversion from wide-character encoding to ISO Latin-1. It can be used to see whether the memory footprint can be lowered or to test whether it is possible to save the text using ISO Latin-1 encoding.
